Trigger the promotion of the recovery cluster and make it queryable. Promotion is a prerequisite to designating the recovery cluster as the primary cluster.

Description
You use the gpdr promote command for two reasons: to make the recovery cluster queryable or in preparation for making the recovery cluster the primary cluster.
