Initial reconfiguration alignment

Every time that the Global Manager is restarted, it automatically initiates a server reconfiguration to align the IC domain group and domain configuration objects with the InCharge domain group and domain objects. For the initial startup, because the only enabled IC Domain Configuration objects are the INCHARGE-AM and INCHARGE-AM-PM domains, the only alignment is for these domains.
