Logs discovery messages

Whenever a discovery cycle completes, Network Protocol Manager prints a report, to its log file, that identifies the number of routing topology objects that are created during the discovery. The log file is named <Network Protocol Manager name>_<locale>_<character encoding>.log and is located in the BASEDIR/smarts/local/logs directory. An example log name is INCHARGE-BGP_en_US_UTF-8.log.
