    Since the notification was in level 1 when the Global Manager was shutdown, it needs to be rescheduled for the next level (level 2) when the Global Manager is restarted. Therefore, when the Global Manager is restarted, it reschedules the notification to escalate to level 2 immediately at 2:25 P.M. Upon entering level 2 and performing actions, the notification is scheduled for level 3 at 2:35 P.M.
