If the hosting device (or hosting card) is down, VoIP Availability Manager diagnoses the failed device as the root cause and the resulting unresponsive VoIP service as an impact of the failed device. It creates a system Down problem notification for the failed device and a service Unresponsive notification for the VoIP service.
If the hosting device is operational and the service is unresponsive, VoIP Availability Manager diagnoses the unresponsive VoIP service as the root cause and creates a ServiceException problem notification.
