Upgrade

• In place upgrades from 10.0, 10.1, 10.1.2, 10.1.5, and 10.1.7 to 10.1.9 is supported for Smarts.
• Migration from 10.0, 10.1, 10.1.2, 10.1.5, and 10.1.7 to 10.1.9 is supported for Smarts.
  Note: SAM Console on Linux and Windows, upgrade is not supported on RHEL 8.x and Windows 2019 respectively.
