Shadow object use by earlier versions of satellite Domain Managers

Since the shadow IP object has the same interface and system layering information as its tagged IP object counterpart, earlier versions of satellite Domain Managers can use Shadow IP objects in the same way that they used untagged IP objects: To create the correct connections and to determine the hosts that are hosting the IPs.
