You can use the Service Provider Admin Portal to grant to your sub-providers network pools.
Starting with VMware Cloud Director 10.6, organizations can have sub-provider rights and capabilities that allow them to manage their own tenants. See Overview of VMware Cloud Director Administration. As a service provider, you can grant resources to your sub-providers that they can manage. One of the resources you can grant are network pools.
When you grant a network pool to your sub-provider, they can use this network pool for the creation of their organization VDCs. For each sub-provider organization, you can grant a network pool once. You can grant a network pool to more than one organization.
You can also use the VMware Cloud Director Tenant Portal to grant network pools to a sub-provider organization. You can start the wizard by selecting Administration from the primary left navigation panel and from the secondary left panel, select Network Pools.

- Verify that your VMware Cloud Director deployment has at least one NSX network pool. See Network Pools in VMware Cloud Director.
Note: You cannot grant NSX Data Center for vSphere backed network pools to sub-provider organizations.
